Usage: pg-migrate-cli-help-fixture new
         --manifest PATH --description TEXT [--name BASENAME] [--json]

  Create and append one SQL migration without applying it

Available options:
  --manifest PATH          Ordered manifest to append
  --description TEXT       Human description written into the new SQL file
  --name BASENAME          Explicit SQL basename when numeric inference is
                           unavailable
  -h,--help                Show this help text
