3. `NetSpider.Pangraph.ToAttributes` typeclass instance can be
easily implemented by `NetSpider.Pangraph.attributesFromGraphML`.
* Add `NetSpider.GraphML.ToAttributes` instance to RPL data types so
that SnapshotGraphs can be formatted to GraphML.
