`MonadHttp.httpLbs` has a `HasCallStack` constraint, and instances throw `AnnotatedException`
Breaking change: `httpStubbed` is now monadic rather than pure. Its errors are thrown into `IO` as
`AnnotatedException`-wrapped `NoStubsMatched`.
